Snakes can't close their eyes, they don't have eyelids. When life gives you lemons, shut up and eat the damn lemons. After watching the film, I think we're supposed to think it is a human. There's no way it was human.
The eye itself was at least as big as a human is tall. It would have to be from a creature the size of a dinosaur. I guess it was just supposed to be some unknown, forgotten prehistoric creature that was supposedly buried and sleeping down there. It didin't seem like anything too important to the movie to me, just another fun movie reference. Same thing happens to the Army guys in the subway Great movie! Obviously since HTTYD was released while Rango was still in production it may have been a shock for Rango's producers as they were forced to change the script.
HTTYD had a giant dragon forcing the other dragons to raid villages and feed him. It seems Rango's original plot had a giant frog or turtle drinking all the aquifer. That's the logical explanation of many things in the movie like mentioning an aquifer in the first place who obviously was the source of water in the original script, not some LV pipe.
Also, beside the things that didn't make sense, there are these unexplained things in the movie: what about the water thrown in the desert for instance and many others, like the entire movie was made from bits and pieces from at least two different movies. Why they left the eye in? Probably as a memento.
