I've never heard anything about the sleeves sinking. I would think this has more to do with the sleeves and installer, not the block. Unless you stroke it.

If you want to boost it then you are better off sleeving a B18B to 84mm. Also, the VTEC head swap isn't necessary if you want boost. Basic Sleeving turn-around time is usually weeks. Our sleeves are actually new cylinders made and installed always in-house from raw material so we can control the quality of the final product from start to finish. Once an engine goes on the Final Bore and Hone machine, the process begins with diamond hone stone selections in progressive stages to acquire the desired plateau hone dimension and finish.
Typical honing leaves a series of microscopic peaks and valleys in a cylinder. The valleys created during honing act as oil reservoirs to provide lubrication when the engine is running. The peaks, on the other hand, are worn off by the piston rings as the engine is broken in — thus leaving a plateaued surface above the valleys.
